Who we are
SHIELD/ATLAS is built by ISS LLC — a small, veteran-led firm that ships working defense and emergency-management software, not slideware. We work upstream of the consumer C2 stacks (Foundry, AIP, NGIC2, MSS, TAK), not in competition with them.
Leadership
Dr. Terry Flood — founder, principal investigator. U.S. Army veteran (131A Field Artillery Targeting Technician), service-disabled, with operational targeting and fires-coordination background. Doctoral work focused on agentic decision-support under degraded-network constraints. Personally writes the architecture, the proposals, and the doctrine the platform enforces.
Flat structure. Engineering, doctrine, BD, and proposal-drafting all sit on one decision loop — no integration latency between what the operators need, what the proposals promise, and what the code does.

What we build
SHIELD/ATLAS is an upstream agentic content + workflow layer. It produces — on autonomous cycles — the intel synthesis, kill-chain bridges, sensor fusion, OSINT swarm output, cyber telemetry, and battle-rhythm artifacts that your existing consumer stack ingests and renders.
- Headless-first. Every artifact is callable as a Foundry action, AIP tool, NGIC2 widget, MSS workflow, TAK CoT, or REST endpoint. We do not ship a competing GUI.
- Government-cloud LLMs only. OpenAI on Azure Government (IL5), Grok on Oracle Government Cloud, Google Gemini on GDC. No commercial-cloud LLM in any classified path. (See /llm-providers for the matrix.)
- Anti-hallucination by construction. Every assertion is tagged
[GREEN],[AMBER], or[RED]with verbatim citation; no silent fallbacks. - Built for DDIL. Full operational capability in denied / disrupted / intermittent / limited network conditions. Local cache, signed sync, fail-loud reconnection.
- Dual-use. Same engine runs civilian emergency-management coordination and military C2 — "train as we fight."
What we are not
- Not another GUI competing with TAK / JBC-P / NGIC2.
- Not another data-broker-of-brokers like Maven.
- Not a generic chatbot wrapper. The agents have specific cycles, specific outputs, specific contracts.
- Not vaporware — the platform you're looking at right now is the production code; /atlas/watcher-health shows the live state of every cycle.
