## Why these two SBIRs for Release 2 (not three random topics)

### 1. DLA26BZ02-NV007 — STRIKE AI (OT / critical infrastructure)

- **Phase I:** yes — $100K, 12 months.
- **Fit:** Commander's intent → machine-speed, deconflicted cyber + physical response plan. That is ATLAS COA generation, COP alert-intel, cyber engines, and homeland/EM dual-use — not a new invention.
- **Win angle:** Human-on-the-loop with AGOS audit; DDIL for degraded comms; dual-use water/power/grid narrative for CISA/USNORTHCOM lane.

### 2. DLA26BZ02-NV006 — AI-assisted RMF pre-adjudication

- **Phase I:** yes — $100K, 12 months.
- **Fit:** Topic wants artifact analysis with **human attestation** and traceable findings. That is GREEN/AMBER/RED + citation-required AGOS — your core discriminator.
- **Win angle:** Complements NV005 (cyber agents) without duplicating it; positions ISS for DLA enterprise cyber governance.

### Optional stretch — OSW26BZ02-DV004 (game-theoretic COA / wargaming)

- **131A fit is real** — deliberate targeting is COA generation under adversary uncertainty.
- **Catch:** DSIP lists this as **Direct to Phase II only**. You need a white paper proving mature prototype + quantified performance vs expert planners. Pursue **only after** NV006 and NV007 are certified, unless you explicitly want a D2P2 shot this week.
